Abstract

The Secretariat of the Regional House of Representatives (DPRD) of Ponorogo Regency plays an important role in supporting effective and accountable regional financial management through efforts to improve the competence of employees in the finance division. This study aims to examine the role of the DPRD Secretariat of Ponorogo Regency in enhancing the competence of finance division employees and to identify the challenges encountered in this process. This research employed a qualitative approach with a descriptive research design, using observation, interviews, and documentation as data collection techniques conducted during the research period. The results indicate that the DPRD Secretariat of Ponorogo Regency contributes to financial administration and management and supports the supervisory function of the DPRD. Although the competence of employees in the finance division is considered adequate, continuous human resource development remains necessary. The main challenges include limited training budgets and time constraints, as well as increasing demands for technological proficiency. Therefore, improving employee competence in the finance division is essential to support the effectiveness of regional financial management.
