This study examines the implementation of the principle of legal certainty in land acquisition for the Karian Dam by the National Land Agency of Lebak Regency and identifies the obstacles encountered in practice. An empirical juridical method with a descriptive-analytical approach was employed. Primary data were obtained through interviews and field observations, while secondary data were drawn from legislation, books, scholarly articles, and relevant documents. The findings reveal that the land acquisition stages have generally been implemented pursuant to Law Number 2 of 2012 and its implementing regulations, including inventory and identification, valuation, deliberation, compensation, and court deposit mechanisms. Nevertheless, factual legal certainty has not been fully achieved because inconsistencies in land administration records, ownership disputes, differing perceptions of compensation values, and delays in payment remain. Stronger land-data validation, greater transparency in valuation, predictable payment schedules, and improved inter-agency coordination are required to strengthen the legal protection of affected communities.

Peran Makanan Sebagai Representasi Budaya Tiongkok dalam Drama Delicacies Destiny: Kajian Semiotika

This study is motivated by the significant role of food in Chinese culture, which serves not only as a biological necessity but also as a symbolic medium reflecting social relationships, cultural values, and the worldview of its society. This research aims to analyze the symbolic meaning and role of food in representing Chinese culture through scenes in the drama series Delicacies Destiny (2022). The methodology employed is a qualitative descriptive approach, with data collection conducted through documentary study of scenes featuring food alongside their conversational contexts. The data were analyzed using Charles Sanders Peirce's semiotic theory, focusing on the triadic relationship among the representamen, object, and interpretant. The findings reveal that food in Delicacies Destiny manifests four primary symbolic roles: as a representation of power and social status depicting class hierarchy; a symbol of prayer and well-being reflecting hopes for prosperity; a symbol of memories and personal connections articulating individual emotional recollections; and a symbol of togetherness and social bonding serving as a means of interpersonal harmony. Culinary visualization in drama media proves to be an effective instrument of symbolic communication that successfully captures the complexity of Chinese culture in a comprehensive manner.

This study analyzes the implementation of the duties of the Serang City Transportation Agency in managing railway level crossings under Serang Mayor Regulation Number 17 of 2017 and identifies the constraints encountered in practice. The study applies an empirical juridical method with a descriptive-analytical specification. The findings show that the agency has carried out supervision, operational control, traffic engineering, crossing-guard management, installation of traffic signs, gradual improvement of safety facilities, safety outreach, and coordination with railway-related institutions. Implementation remains suboptimal because several crossings still rely on manual barriers and non-permanent guard posts, while budget and human-resource limitations, complex intergovernmental coordination, and low compliance among some road users persist. From the perspective of authority theory, the Transportation Agency has a legal basis for performing transport-safety functions. From a welfare-state perspective, public safety protection still requires stronger facility modernization, staff capacity, inter-agency coordination, and direct community education.

This study analyzes the concrete manifestation of the presidential prerogative power, specifically the President's authority to grant amnesty and abolition pursuant to Article 14 Paragraph (2) of the 1945 Constitution of the Republic of Indonesia. This research employs a normative juridical method utilizing a conceptual approach, a statute approach, and a fiqh siyasah dusturiyah (Islamic constitutional jurisprudence) approach, which emphasizes the principles of public interest (maslahah mursalah), justice (‘adl), and consultation (syura). The findings indicate that although the authority to grant amnesty and abolition is constitutionally final, it remains subject to the mechanism of consideration by the House of Representatives (DPR). From the perspective of fiqh siyasah dusturiyah, both powers are viewed as a sacred trust (al-amānah) that is valid only if oriented toward the public good. The concepts of pardon in Islamic law, known as al-‘afwu and al-syafā‘ah, share functional parallels with amnesty in positive law, provided they do not infringe upon the domain of hudud punishments, which fall under the absolute rights of Allah SWT. The integration of positive law and fiqh siyasah dusturiyah yields a framework of constitutional morality that balances formal legality with the morality of power.

Representasi Kasih Sayang Ayah Berkebutuhan Khusus kepada Anak dalam Film Mumu Karya Sha Mo: Analisis Semiotika Ferdinand de Saussure

This study analyzes the representation of affection from a father with special needs toward his child in Sha Mo’s film Mumu (Bù shuōhuà de ài) and examines the child’s affection toward her father. The study applies a descriptive qualitative method using Ferdinand de Saussure’s semiotic approach. The data consist of dialogue, facial expressions, body movements, actions, objects, and visual situations that portray the relationship between Xiao Ma and Mumu. Data were collected through close viewing, note-taking, documentation, and literature study, and each selected scene was interpreted through the relationship between signifier and signified. The findings show that paternal affection is represented through daily care, educational support, protection, emotional presence, economic struggle, sacrifice, and efforts to preserve the father-child bond. Mumu expresses affection through companionship, concern for her father’s health, acceptance of his condition, courage to challenge harmful actions, fear of separation, and a strong desire to remain with him. The film constructs affection through verbal and nonverbal signs such as food, school, a flute, embraces, tears, and reciprocal acts of care. This representation presents a deaf father as a caregiver with responsibility, agency, and emotional capacity within family life.
